They also paid a $1,430 fee. The city uses a process called abandonment to dispose of a public street, highway or other property that is no longer of public use. If the city hands a street over to the neighbors, they can then put up gates to close it off. The city sees about 100 requests a year, most of them regarding alleys or new developments, and most are routinely approved. But Craig Messer of the city's Development Services Department, which oversees the process, said that, unlike this one, closures usually aren't controversial. The abandonment will go before a hearing officer who will take testimony and make a decision Wednesday. If approved, neighbors will have to meet stipulations from city departments and utility companies. Those might include requirements for maintenance and access for emergency vehicles, repair trucks and trash collection. They would also require the purchase of the street at 10 cents a square foot, or about $27,000 for Valle Vista Road, Messer said. Safety is the main concern for residents of the street, who say they pay a high price to live on the mountain. For decades, they contend, the street has been a destination for speeding drivers and teenagers who park and party on the weekends, ignoring the no-parking signs. Residents say they have confronted couples having sex in parked cars and have woken up to find condoms strewn over their mailboxes. They say there have also been burglaries. During the past year, there have been at least four reports of property crimes within the 5300 block and 5400 block of Valle Vista, according to police files. Two were burglaries, one was theft and one was auto theft. "(Arcadia) residents may not be aware that this street becomes a haven for an undesirable element of gang presence, open drug use, open sex in the streets, public drinking," said Bob LaBine, one of the organizers of the closure who has lived on Valle Vista Road for 11 years. "We are only asking to improve our quality of life and the safety of our families and neighbors." According to their petition, Valle Vista is “a haven for an undesirable element of gang presence, open drug use, open sex in the streets, public drinking, tour buses stopping and letting people out, vandalism, loitering, littering, extreme speed by sport motorcycles and sports cars, burglary, magazine sales fraud solicitors, mail theft, trespassing, teens, loiterers and others with no good intention towards the property or residents of this subdivision.” xxxxxxxxxxxxxxxxxxxxxxxx Quick map jump index: Top Middle Bottom
