What does this fence do?

I recently got hold of a rather strange letter sent to a Tempe commeecial organization asking that part of tempe to trasferred to the city of Scoostdale (see image of letter!)
Anyway, here is part of the text from the first page of that document:
Representing over 110 commercial enterprises in the downtown area of the community of Tempe, the Mill Area Mercantile And Market Intermediary Association wishes to solicit an official opinion as to the feasibility of annexation, by the City of Scottsdale, of the area encompassed by University Drive, College Avenue and Ash Road northward within what is currently considered to be part of Tempe.
An exhaustive study by our legal counsel has determined that, according to paragraph 14-1 of the revised statues of the City of Tempe, and certain provisions of the original charter of the township (1887), any portion of the city may secede from the township if a two-thirds majority of property owners in a contiguous area deem that the township no longer represents the interests of those citizens.
In returned for the benefits to be derived from the enlightened leadership of Scottsdale, a responsible fiscal and commercial code, a prosperous and progressive economic policy and a sophisticated cultural environment - all of these missing under our current municipal government - we offer over one hundred dynamic businesses and thousands of energetic employees seeking to serve our community and willing to work for the common good, uninhibited by the callous, morose attitudes and despotic actions of our current city leadership, which has chosen to ignore the welfare of both residents and the local business community. To add insult to injury, in a strange paradox of values, the government of the City of Tempe has not only forsaken the average citizen, but has managed to prostitute itself with both capitalistic financial conglomerates and liberal 'politically correct' interest groups at the same time. In either case, the mores of each of these groups more often than not offend the sensitivities of common working families in Tempe.
Additionally, we would also like the City of Scottsdale to consider the fact that once annexation is formalized, by reason of geography, we may initiate a subsequent "de facto" arrogation of the Tempe Town Lake, Tempe Butte and the Papago Park areas, insomuch as they will be enclosed by the new, expanded greater Scottsdale. It has been suggested that these should be renamed Drinkwater Lake, Scottsdale Butte and Freedom Park, respectively. This action, while extreme, is necessary to

A City of Phoenix Employee Tries to Kill Me.
My campsite is booby trapped by a sadistic employee of the Phoenix Parks and Recreation Department.
Valentines Day, February 14, 2006 ?The past several days it seems a employee from the Phoenix Parks and Recreation has been coming by my camp site and removing anything I left from the prior day.
On Monday February 13 at night I hung a black plastic bag in the tree with a bunch of tissue paper in it as I had done several days before. When I came back on Tuesday, Feb 14 the black plastic bag was gone. I was kind of surprised, I have a hole in my shoe and I stepped on a cholla cactus which was very painful. After I removed the barbs from my toe I looked around to see if there were any more cactus spines and to my surprise I found my whole camp had been booby trapped with cholla cactus spines.
The sadistic City of Phoenix employee who did it broke a cholla cactus into many fine barbs which were hard to see and spread them all over my sleeping area. The Sadistic City of Phoenix employee also left a number of larger chunks of the cactus all over my campsite hoping that when I went to bed I would sit or sleep on them and inflict very painful wounds all over my body, perhaps even blinding me if some of them got stuck in my eye, or killing me if by chance one of the long sharp barbs stuck me in an artery vein.

At my old camp which was along the Crosscut Canal I was afraid I would be attacked by dogs people were walking with out a leash. Twice I discovered pit bull dogs on the other side of the fence were I was sleeping

I woke up at maybe 2 a.m because of a goddamn mockingbird singing. Maybe a half hour later I heard what sounded like a barking dog approach my camp. It scared the shit out of me. The barking changed to a weird combination of barking and howling as what I think was a coyote ran by my campsite. The animal was not close enough that I would see him. It was above me on a road or ridge and even if it was a few feet from me I could not have seen it. But it still scared the shit out of me.

SALVATORE PACE BONDANZA CUDIA, filmmaker, developer and restauranteur, was born September 13, 1887. Cudia was an Italian immigrant who established a movie studio and dinner theatre in Phoenix in 1938. Cudia's western set was the site of the 1950's television series "26 Men" which was based upon the story of the Arizona Rangers.
The 160 acre site west of Camelback Mountain burned to the ground in 1959, but was soon rebuilt and became a popular recreational and social center for young Phoenicians. Cudia also created a retail and residential development known as Cudia City Estates in the Camelback Mountain area in the mid 1950's

In 1938, Salvatore Pace Budanza Cudia built a movie studio on the northeast corner of Camelback Road and 40th Street in Phoenix, Arizona. At first known as the Valley of the Sun studio, it soon became known as Cudia City.
Film production began in 1941. He had plans for 12 films, but only 4 were made because of World War II.
Near the end of the studio's life, the television show "26 Men" utilized the studio.
The studio site in the late 1950's became a dinner-theater, then a local hangout for the teenagers of the area (under the name Cudia City's Sound Stage One). In the 1960's, all the buildings were removed and an apartment complex erected.
